TO PROVIDE IN THE INTEREST OF SOCIAL WELFARE, FACILITIES FOR THE RECREATION AND OTHER LEISURE TIME OCCUPATION OF THE SAID PERSONS SO AS TO DEVELOP THEIR PHYSICAL MENTAL AND SPIRITUAL CAPACITIES AND IMPROVE THEIR CONDITIONS OF LIFE;3.
