IN THE CASE OF HUSBAND /WIFE OR PARTNER, SHOULD EITHER HAVE REACHED THE QUALIFYING AGE, BOTH QUALIFY TO ATTEND ANY FUNCTION. IN ORDER TO QUALIFY RESIDENTS MUST HAVE LIVED IN THE STATED DISTRICT ONE MONTH PRIOR TO ANY FUNCTION.
