TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE TIME OCCUPATION IN THE INTEREST OF SOCIAL WELFARE TO IMPROVE THE CONDITIONS OF LIFE OF MEMBERS OF THE PUBLIC AT LARGE
