TO ADVANCE THE EDUCATION OF THE PUBLIC IN THE ARTS AND CRAFTS AND TO PROMOTE ART, IN PARTICULAR, BUT NOT EXCLUSIVELY, BY THE PROVISION OF A COMMUNITY ARTS CENTRE AND WORKSHOPS, CLASSES AND ART SESSIONS AND PROMOTING ARTISTIC EVENTS AND EXHIBITIONS.2. IN THE INTERESTS OF SOCIAL WELFARE TO PROVIDE OR ASSIST IN THE PROVISION OF FACILITIES FOR RECREATION OR OTHER LEISURE-TIME OCCUPATION WITH THE OBJECT OF IMPROVING THE CONDITIONS OF LIFE OF THE PERSONS WHO HAVE NEED OF SUCH FACILITIES BY REASON OF THEIR YOUTH, AGE, INFIRMITY, ILLNESS, PHYSICAL OR MENTAL DISABILITY, POVERTY OR SEVERE SOCIAL AND ECONOMIC CIRCUMSTANCES, PROVIDED THAT NEVERTHELESS SUCH FACILITIES SHALL BE AVAILABLE TO MEMBERS OF THE PUBLIC AT LARGE.3.
