(1) Promote urban and rural regeneration for the public benefit in the Newry, Mourne and Down District Council area and elsewhere (the “area of benefit”), by all or any of the following means: (a) creation of training and employment opportunities for the unemployed and underemployed by the provision of workspace, buildings and/or land for use on favourable terms; (b) provision of technical assistance or business advice or consultancy in order to provide training and employment opportunities for unemployed or underemployed people in cases of financial or other charitable need through help: (i) in setting up their own business, or (ii) to existing businesses or (iii) to others considering establishing a business; (c) advancement of education, training or retraining for the public benefit, particularly among those who are unemployed and underemployed. (2) Advance education for the public benefit by raising awareness and increasing knowledge of the importance of economic enterprise, entrepreneurship and enterprise sustainability, in particular among members of the local community. (3) The advancement of community development in the area of benefit and in particular the promotion of the community and voluntary sector for the benefit of the public by supporting and working in partnership with community and voluntary groups.
