For the benefit of a person or persons afflicted with blindness which shall in my Trustees’ discretion include partial blindness or serious impairment of vision without heed to age or sex preferably resident within the Community of Broughty Ferry, which failing the City of Dundee which failing the Region of Tayside, or having connections with these locations to my Memorial Trustees satisfaction and, in any event, resident in Scotland.
