To advance the education of prospective licensees in Home Office legislation relating to scientific biomedical research, by the provision of a service for the assessment and accreditation of training courses provided by various training organisations in accordance with relevant Home Office legislation.

Constitutional objectives
To advance the education of the public in home office legislation relating to scientific and biological research. To advance the education of the public by the provision of a service for the assessment and accreditation of the standards and methodology of training courses provided in accordance with the home office legislation relating to scientific and biological research by The Scottish Personal Licence Training Committee 'SCOTPIL' and other organisations. To promote, establish, operate and/or support other schemes of a charitable nature for the benefit of the public relative to the advancement of education of the public in home office legislation relating to scientific and biological research.
