B) EDUCATING SUCH PERSONS TO DEVELOP THEIR CAPACITIES SO THAT THEY MAY FIND EMPLOYMENT AND OTHERWISE INTEGRATE INTO SOCIETY, AND C) TO INFORM AND EDUCATE THE PUBLIC ON ISSUES CONCERNING HOMELESSNESS.
