Description
Pendle Borough Council is seeking to appoint a new operator of Colne Market Hall by way of granting a full internal repair and maintenance lease for a period of 15 years. The operator must possess and evidence the following attributes: • A strong track record in the successful operation of markets and food courts in a similar setting, which include programmes of events and proactively providing business support to traders and vendors. • Evidence of working proactively in collaboration and partnership with other private and public stakeholders with resulting mutual benefits, measured through regeneration of the general location and/or revitalising and increasing trade and visitor numbers. • A strong balance sheet and financial accounts demonstrating a viable and long-term profitable enterprise that can take on the long-term lease of the Market Hall. • A compelling and financially sustainable, high-level Business Plan for Colne Market, to include a defined level of up-front investment into the set-up and operation of the Market Hall.
