SEND Cluster Model Transformation

Description

This was a below-threshold tender for the procurement of a SEND Development Programme in Stoke-on-Trent. The programme is funded through the Council's approved Transformation Budget and aims to build sustainable capacity within the school system to better meet the needs of children and young people with SEND. It seeks to reduce reliance on statutory processes and specialist placements, while embedding inclusive practice across all educational settings. The appointed provider will deliver the programme through a hybrid model, combining in-person and virtual engagement. Key elements, including launch events, coaching sessions, and peer review activities, will be delivered face-to-face to support effective relationship-building and drive meaningful cultural change.
