Description

Direct Award Procurement of specialist consultancy services. This service will provide operational and analytical capacity to undertake a strategic review of the current Better Care Fund BCF programme. The term of the commission will be 52 weeks from the award date with the option of a further 26 weeks. The new agreement builds directly upon diagnostic findings, financial modelling, and service redesign work already completed by ARCC in 2025. A direct award is considered justified and lawful under the Procurement Act 2023 (Chapter 3, Section 41 and Schedule 5, paragraph 7), which permits award to an existing supplier where a change in supplier would result in disproportionate technical or operational difficulties, duplication of costs, or incompatibility with existing work.
