Description

This is a Pipeline Notice for the four procurements planned as part of the Parliamentary Digital Service (PDS) Strategic Delivery Partner (SDP) Programme (ref: PI1301827). Its Preliminary Market Engagement Notice was issued on 06 May 2026 as referenced below: - Notice identifier: 2026/S 000-041609 - Procurement identifier (OCID): ocds-h6vhtk-065bf8 - Link: https://www.find-tender.service.gov.uk/Notice/041609-2026 PDS is preparing this SDP programme to support the delivery of its digital, data and technology agenda over the coming years. PDS has been evolving towards agile ways of working, with notable progress including a shift to value streams and changes to the digital operating model. However, the pace of technology‑driven change is accelerating, user expectations are evolving, and cyber threats are becoming increasingly sophisticated. This SDP programme comprises four complementary procurements that provide specialist discovery, advisory, and digital delivery to support UKP’s transformation objectives. The scope is non‑BAU; all work under each contract will be outcomes based, as opposed to an ongoing service provision. The delivery model assessment determined the following distinct subservices forming four separate procurements. 1. Management Consultancy (considering MCF4, Lot 3) Discovery and advice regarding target operating models, governance structures, and change management, engagement planning, readiness assessments, etc. 2. Technical Consultancy (considering TS4, Lot 1) Discovery and advice regarding enterprise architecture, technical due diligence, horizon scanning. end‑to‑end service redesign, technical feasibility assessments, etc 3. Digital Delivery Solutions (considering DOS7, Lot 1) Hands-on implementation of digital products and needs on an outcome basis, such as a new room booking system. 4. Digital Agile Maturity & Adoption Services (considering DOS7, Lot 2) Both: • Digital Agile maturity (competence & working culture) uplift via demonstration, coaching, and hands-on training PDS; and • Digital adoption services to help maximize the value of technology, such as better user navigation and integration Note: The information within this document is only UK Parliament’s intention at this moment in time.
