Description

This ITT has been issued by Derry City and Strabane District Council (the Council) for the Provision of “Strabane Positive Energy (PED) Feasibility, Investment Roadmap and Outline Business Case (OBC)”. The focus of this tender is the Positive Energy District (PED) element of the Smart Derry Strabane programme. It includes a proposed £2m investment to support the development of a pilot project exploring the feasibility and investment roadmap to establishing a Positive Energy District (PED) in Strabane Town Centre. Derry City and Strabane District Council (DCSDC) is among 64 locations across Europe selected to participate in the prestigious EU Intelligent Cities Challenge (ICC). This initiative brings together over 120 cities from across Europe and beyond, with the goal of accelerating their green and digital transitions. Through the ICC, DCSDC has leveraged expertise from both local and EU specialists to drive its transformation by developing a Local Green Deals (LGD). A LGD is a strategic framework that integrates existing policies, such as sustainable energy and climate action plans, circular economy strategies, and economic development programs, into a unified action plan aligned with the EU Green Deal. Crucially, these plans are stakeholder-driven, empowering businesses, residents, and public sector organisations to take an active role in enhancing economic competitiveness, social resilience and shaping a sustainable future. As part of the ICC, Ulster University developed a concept report exploring the potential of establishing a Positive Energy District (PED) in Strabane (see Appendix 1 attached), this report played a key role in shaping Strabane’s EU Local Green Deal (see Appendix 2 attached).
