Description

The Home Office (HO) is the government department responsible for safeguarding the nation through border control, immigration, passport issuance, policing, fire services, counter-terrorism and drugs policies. UK Visas and Immigration (UKVI) plays an integral role in delivering this vision, managing millions of applications annually, enabling foreign nationals to visit, study, work or settle in the UK. As part of the evolution of existing services, UKVI pursues the transformation and modernisation of services in a manner that enhances customer experience and ensures accurate and efficient outcomes. One of the core services delivered by UKVI is pre-entry tuberculosis (TB) screening for specific visa routes. The Authority intends to procure a first-generation service to deliver TB screening globally and is seeking market input to inform the development of the delivery model, requirements, commercial strategy, and procurement approach. These may support all or part of the end-to-end TB screening journey, from appointment availability and customer booking through to clinical testing, result management, and caseworker access to screening outcomes. The service may also include elements of service management, assurance, operational oversight, customer support, digital enablement, management information, and financial administration. The Authority is considering a range of potential delivery models, including outsourced management services, healthcare-led models, regionally lotted arrangements, digital-enabled services, and hybrid delivery approaches. The anticipated core service areas are: • Appointment and capacity management • Customer booking and administration • Payment processing and financial administration • Identity verification and customer record management • Clinical TB screening services • Clinical result management and transmission • Management information and reporting • Supplier and clinic management • Service performance monitoring • Customer enquiry and complaints handling • Digital platforms and systems integration • Quality assurance and compliance activities • Governance, assurance, and service management functions Further details will be provided after a Non Disclosure Agreement has been signed and returned, in line with the process outlined in the engagement section below. Services are expected to be delivered internationally, supporting approved TB screening locations in and outside the United Kingdom. The content of this notice, including scope, structure, value and timelines, is indicative and subject to change. For the purposes of this Preliminary Market Engagement Notice, the estimated contract value has been listed as £0. This figure does not reflect the expected final value of the contract. The actual estimated value is currently being finalised and will be shared at a later date.
