• Deliver a well-evidenced, tightly scoped brief for an independent economic review of Cheshire and Warrington, ready to commission by June 2026. • Produce working-draft outputs that will feed directly into the brief and the wider strategic programme: a map of the existing strategic landscape across Cheshire and Warrington and a comparative review of selected other Combined Authorities.
