Description
HBC was informed in May 2026 that its current legionella system will cease on 30 June 2026, creating an urgent risk to statutory water safety compliance. Due to the limited timeframe, a competitive procurement cannot be completed without service interruption, exposing the Council to legal, financial, and reputational risks. HBC is therefore making a direct award due to extreme urgency arising from unforeseeable events.
