Description
Hampshire and Isle of Wight Fire and Rescue Service (HIWFRS) is seeking to engage the market and provide interested suppliers with early sight of its proposed approach to the procurement of a Repairs and Maintenance Framework for Hampshire and Isle of Wight Fire and Rescue Service. HIWFRS maintains a diverse operational estate that is essential to the delivery of frontline emergency response, prevention, protection and support services across Hampshire and the Isle of Wight. The estate includes fire stations, headquarters and administrative buildings, training facilities, workshops, stores and other operational assets that require ongoing maintenance and repairs to ensure they remain safe, compliant, efficient and fit for purpose. To support the effective management and development of its estate, HIWFRS is seeking to establish a new four-year Repairs and Maintenance Framework Agreement. This will be a multi-lotted, multi-supplier framework designed to provide a compliant, flexible and efficient route for procuring a wide range of minor construction, maintenance, refurbishment and improvement works across the Service’s property portfolio. The scope of this procurement will focus on establishing a framework that enables the delivery of estate management and construction-related projects ranging from routine repairs and planned maintenance through to refurbishment schemes, building improvements and capital investment projects. The framework will support both planned and reactive requirements, ensuring the Service can respond effectively to operational needs, statutory compliance obligations, changing service demands and emerging estate priorities. The framework has been structured into specialist lots to reflect the varied nature of works undertaken across the estate. This approach will allow HIWFRS to engage suppliers with the appropriate technical expertise and capabilities for each area of work, whilst maintaining value for money and ensuring high standards of project delivery. The proposed lots are: • Lot 1 – General Building Project Works (£250,000 to £2,000,000 per project) • Lot 2 – Minor Mechanical & Electrical Works (up to £250,000 per project) • Lot 3 – HVAC (up to £250,000 per project) • Lot 4 – General Building Project Works (up to £250,000 per project) • Lot 5 – Groundworks and Drainage (up to £250,000 per project) • Lot 6 – Fabrication and Manufacturing (up to £250,000 per project) • Lot 7 – Renewables (up to £250,000 per project) • Lot 8 – Final Finishes (up to £250,000 per project) • Lot 9 – Isle of Wight General Build (up to £250,000 per project) • Lot 10 – Isle of Wight HVAC (up to £250,000 per project) • Lot 11 – Isle of Wight Minor Mechanical & Electrical Works (up to £250,000 per project) • Lot 12 – Isle of Wight Fabrication and Manufacturing (up to £250,000 per project) • Lot 13 – Isle of Wight Renewables (up to £250,000 per project) Each lot will comprise a defined number of pre-appointed suppliers, creating a resilient and competitive supply chain with sufficient capacity to support programme delivery throughout the lifetime of the framework. Establishing specific lots for Isle of Wight-based projects will help to ensure that projects can be delivered efficiently by contractors with local knowledge and established supply chains. This framework will be particularly suitable for Small and Medium-Sized Enterprises (SMEs) and local providers. The lotting structure has therefore been designed to reflect the scale and value of typical works packages.
