Official reasons
- Zhu Hailun was a provincial-level Chinese Communist Party and State official in the Xinjiang Uyghur Autonomous Region (XUAR) between 2016 and 2019. Between 2016 and 2019, he was both Deputy Secretary of the Party Committee of the Xinjiang Uyghur Autonomous Region and Secretary of the Political and Legal Affairs Committee of the XUAR. In these positions, he was responsible for the administration of China's so called 're-education' policy in the XUAR and therefore has been responsible for serious violations of the right not to be subject to torture or cruel, inhuman or degrading treatment or punishment that have taken place in so called 'training centres'.
