- The Secretary of State considers that there are reasonable grounds to suspect that Mohammed ZAMANI is an involved person under The Iran (Sanctions) Regulations 2023 on the basis of the following ground: (1) ZAMANI is or has been responsible for, engaging in or providing support for a serious human rights violation or abuse in Iran, namely the murder of a protestor, in his position as a senior official in the Islamic Revolutionary Guard Corps (IRGC); (2) ZAMANI is a member of, or associated with, a person, namely the IRGC, that is or has been involved in the commission of a serious human rights violation or abuse in Iran.
