- Dmitry BULGAKOV (hereafter BULGAKOV) is the current Deputy Minister of Defence of the Russian Federation. BULGAKOV is deemed to have been either in direct command of or in a position to hold considerable situational awareness of troops involved in the Russian invasion of Ukraine. He has also been involved in the oversight of infrastructure construction projects to connect Crimea with Russia. BULGAKOV therefore is or has been involved in destabilising Ukraine or undermining or threatening the territorial integrity, sovereignty or independence of Ukraine. The trust services sanctions were imposed on 21/03/2023.
