- Aleksandr Yuryevic KOBETS is ‘Head’ of the so-called Military-Civilian Administration, installed by Russia in temporarily controlled territory of Kherson region, southern Ukraine. KOBETS is an involved person under the Russia (Sanctions) (EU Exit) Regulations 2019 because in this role he engages in and provides support for policies and actions which destabilise Ukraine and undermine or threaten the territorial integrity, sovereignty or independence of Ukraine. The trust services sanctions were imposed on 21/03/2023.
