- Nikita Vladimirovich NAGORNY is an 'involved person' under the Russia (Sanctions) (EU Exit) Regulation 2019 because he is or has been involved in an action which destabilises Ukraine or undermines or threatens the territorial integrity, sovereignty or independence of Ukraine by: 1) engaging in, providing support for, or promoting any policy or action which destabilises Ukraine or undermines or threatens the territorial integrity, sovereignty or independence of Ukraine , namely the Government of Russia’s programme for the forced deportation and re-education of Ukrainian children; and 2) obtaining a benefit from or supporting the Government of Russia in his role as the Chief of the General Staff of the All-Russian Young Army Military Patriotic Social Movement (Yunarmia).
