- The Secretary of State has reasonable grounds to suspect that Ali Rizqallah is an involved person under the Sudan (Sanctions) (EU Exit) Regulations 2020 because has been involved in a relevant activity. As a Senior Field Commander of the Rapid Support Forces, he was responsible for violations of international humanitarian law in Sudan including violence against persons based on their ethnicity and the forced displacement of the civilian population. He has recently defected to the Sudanese Armed Forces.
